If any dwelling that is designated as unfit for habitation is occupied, the Enforcement
Authority shall order the dwelling to be vacated immediately, in an emergency situation,
or within 24 hours, in a nonemergency situation, from the time of placarding. The
order to vacate will be communicated to the occupants, both verbally and in writing.
